Compliance Framework

MANDATORY FOR ALL REGISTERED TERRITORIES · CYCLE CURRENT EDITION

Compliance with the Galactic Annexation Authority framework is required of all territories under active annexation. Compliance is not optional. It is a condition of the transition process. Territories that fail to maintain compliance scores above 70 are subject to remediation procedures administered by their assigned administering body.

The Authority does not define what remediation looks like. That is the administering body's jurisdiction. The Authority notes that no territory has asked this question twice.

Required Compliance Actions

CF-001

Registry Acknowledgment

The territory's governing body must acknowledge receipt of annexation notification within one standard transition interval. Failure to respond is recorded as implicit acknowledgment. The Authority considers silence a form of acknowledgment.

CF-002

Population Continuity

Territories must maintain existing population structures during the transition period. Disruptions to population continuity require advance notification to the administering body. The Authority does not define what constitutes a disruption. The administering body does.

CF-003

Resource Inventory Submission

A full inventory of territorial resources must be submitted to the administering body within three transition intervals. Format requirements vary by administering body. Contact your assigned administering body for specifications. If you do not know your assigned administering body, you are likely in pre-transition status.

CF-004

Communication Protocol Adoption

Territories must adopt the communication protocols specified by their administering body. The Authority acknowledges that some territories may find the protocols unfamiliar. This is expected. Assistance is not available from the Authority. Assistance may be available from the administering body. We cannot confirm this.

CF-005

Annual Compliance Reporting

Territories must submit an annual compliance report confirming adherence to CF-001 through CF-004 and any administering-body-specific requirements. Reports are reviewed and scored. Scores below 70 trigger remediation review. Territories may not review their own compliance scores. Scores are communicated through administering body channels.

Pre-Transition Territories

Territories in pre-transition or pending review status are not yet subject to compliance requirements. They are, however, advised to familiarize themselves with the framework in advance. The transition to active status can occur without additional notice.

The Authority notes that "familiarize themselves with the framework" is not the same as being prepared for what the framework entails. We make this distinction for accuracy.

Compliance questions should be directed to your administering body. Questions about which body administers your territory should be submitted to this office. We will respond within a reasonable timeframe. "Reasonable" is defined by the Authority and is not subject to territory input.
