Mandate

The Galactic Annexation Authority was established under instruments ratified by parties not enumerated in this document. Our mandate is the orderly administration of territorial transitions resulting from annexation events. We do not initiate annexation events. We do not adjudicate their legitimacy. We administer their transition.

The distinction between initiation and administration is foundational to the Authority's structure. We maintain it rigorously. We do not comment on whether this distinction is meaningful to the territories involved.

Structure

The Authority is governed by a Council whose composition, selection process, and membership are not disclosed in this document. The Council meets at intervals determined by the Council. Decisions are reached by processes that are internal to the Council.

Day-to-day administration is conducted by a Secretariat. The Secretariat reports to the Council. The Secretariat's staffing, location, and composition are administrative matters not subject to public disclosure.

The Authority operates independently of all administering bodies. Administering bodies operate under frameworks established by the Authority. Neither the Authority nor any administering body operates under the oversight of any territorial government. This includes your government.

History

The Authority was established following the first documented annexation event, which is referred to in our records as Event Zero. The circumstances of Event Zero are not described in public-facing documents. The administering body for Event Zero completed its transition mandate and was dissolved. The territory remains active in the registry.

Fourteen annexation events have been registered since Event Zero. The rate of registration has increased over the current cycle. The Authority does not speculate about what this indicates.

What happens after the transition period ends?

That is outside the Authority's mandate to describe. The Authority's role concludes when the transition period concludes. What follows is administered by the relevant body under instruments that are not the Authority's to disclose.
